Edits and the Transmission File Layouts for the TANF Data Report and the SSP-MOE Data Report

BACKGROUND:

The Deficit Reduction Act of 2005 reauthorized the Temporary Assistance for Needy Families (TANF) program and required the Secretary to regulate in certain areas to ensure a more uniform and consistent measurement of the work participation rates. The Interim Final Rule was published on June 29, 2006. Along with the new regulation we have issued a new set of data reporting instructions for the TANF Data Report and the SSP-MOE Data Report. We added one data element for Sections 1 and 4 of these reports. States are to begin using the new data reporting instructions effective October 1, 2006 for the FY 2007 data reporting period.

CONTENT:

This memorandum transmits the edits and transmission file layouts for the TANF Data Report and the SSP-MOE Data Report that go into effect on October 1, 2006 for FQ 2007-1 (i.e., Oct-06 - Dec-06). data reporting period and thereafter. Since we are adding a new data element to Sections 1 and 4 of the TANF Data Report and the SSP-MOE Data Report, we also are modifying the edits and the transmission file layouts. We are adding an additional field to Section 1 data record layout (Adult record) and an additional field to the Section 4 data record layout (Stratum record) for the TANF Data Report and the SSP-MOE Data Report. The additional fields will extend the current record length. Those States that submit data via Connect Direct should make necessary modifications on their programs to accommodate these changes.

We will continue to use the current transmission file layouts for both Adult and Stratum record types, for any data submission for FY 2006 or earlier reporting period, even if the data submission occurs after October 1, 2006.
