Guidance for Transmittal 1157, dated December 14, 2012 is being rescinded and replaced by Transmittal 1193, dated February 15, 2013; This Change Request (CR) updates the full implementation date for VMS (from July 1, 2013 to October 7, 2013). All other information remains the same.
