Question: What should an entity do if the entity experiences trouble creating and attaching the Supporting Documentation (.CSV file); in addition, what should an entity do if the entity experiences issues with the Supporting Documentation Job Aid?

Answer: Applicable to All Reinsurance Contributions Benefit Years: The U.S. Department of Health and Human Services (HHS) created a Job Aid Template and Manual that includes macros that perform validations and allows for the creation of the Comma Separated Value (.CSV file) at a push of a button within the spreadsheet. Go to: http://www.cms.gov/CCIIO/Programs-and-Initiatives/Premium-Stabilization-Programs/The-Transitional-Reinsurance-Program/Reinsurance-Contributions.html and click the link for the applicable Job Aid Template under the applicable benefit year page. Once you have opened the Job Aid Template, save the .xlsm file to a location that will be easy to find. If an entity encounters a problem downloading the Supporting Documentation Job Aid from the webpage for the Transitional Reinsurance Program, please go to the Registration for Technical Assistance Portal (REGTAP) Library, and filter by "Reinsurance-Contributions" and the applicable benefit year to download the file there. The Centers for Medicare & Medicaid Services (CMS) encourages entities to review the File Layout document," available for each benefit year.
