Dear Colleagues,

The purpose of this message is to provide you with an update on allocations of Community Services Block Grant (CSBG) Corona Virus Disease 2019 (COVID-19) funding for Fiscal Year (FY) 2020.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act, 2020, Public Law 116-36, was signed into law on March 27, 2020, providing $1 billion in additional funds to the CSBG program. The CARES Act provides funds to states, territories, and tribes authorized under the CSBG Act to prevent, prepare for, and respond to coronavirus, including addressing the consequences of increasing unemployment and economic disruption as a result of COVID-19.

On July 8, 2020, The Office of Community Services (OCS) issued the Dear Colleague Letter (DCL), CSBG DCL-2020-20 Minimum Allotment Provisions CARES Act Funding. This DCL details the treatment of CSBG CARES Act funds as a supplement to the 2020 CSBG award. Accordingly, the total 2020 CSBG award for some states exceeds the maximum allotment provisions of the CSBG Act Section 675B(b)(3). OCS has withheld approximately $43.5 million from issuance in Federal Fiscal Year (FFY) 2020. OCS will evaluate issuing these remaining CSBG CARES Act funds as a supplement to any appropriated FFY 2021 CSBG funds. Absent specific statutory language in the FFY 2021 appropriations, these funds, or any FFY 2021 CSBG funds appropriated, may be similarly limited due to the maximum allotment provisions stated above.

A chart outlining the amounts allocated to states, territories, and tribes through September 30, 2020 is attached.
