Section 1332 State Releif and Empowerment Waiver Concepts: Account-Based Subsidies Waiver Concept

This paper outlines the account-based subsidies (ABS) waiver concept, one of four section 1332 waiver concepts detailed in the November 2018 Waiver Concepts Discussion Paper. The ABS waiver concept enables states to direct state-administered subsidies into a consumer-directed Health Expense Account (HEA), which can be applied to pay for premiums or healthcare expenses.
