Evaluation & Quality Improvement

Evaluation is critical to understanding how a program was implemented and the impact of the program. Implementation evaluation documents the process for developing and implementing the program and identifies key successes, challenges, and lessons learned. Outcome evaluation compares the outcomes among the youth and/or community receiving the program to those who didn’t to determine the outcomes of the program. Data collected to monitor performance and to inform evaluation activities is essential for identifying areas for continuous quality improvement.

Key Considerations

  • Programs must have clear goals and SMART (specific, measurable, achievable, realistic, and time-phased) objectives that are clearly aligned with their logic model.
  • Evaluation plans should describe all components of the program to be implemented and tested, present a theory of change that links program components with the intended outcomes, and identify research questions that test hypotheses established in the program’s theory of change.
  • Continually assessing progress toward outcomes and using evaluation data to inform stakeholders and make necessary adjustments allows for and enables improvements to the quality of programs.
