Mervin D. Turner has served as a government attorney for more than 20 years and practiced in the private sector briefly in the areas of personal injury, criminal law, and family law. Mr. Turner was appointed Deputy Chief Counsel in June 2010, and has served as Acting Chief Counsel since January 2017. He initially joined the Department in June 1994. As an attorney with OGC Region VI, Mr. Turner has successfully represented the Department in a variety of matters involving labor and employment law, torts, provider/supplier enrollment, bankruptcy, recoupment litigation, information law, and long term care enforcement. He has also practiced with the General Law Division's Information Law Team in Washington, D.C. Mr. Turner earned his B.S. from the State University of New York in Buffalo, New York, and is a 1993 honors graduate of the Thurgood Marshall School of Law at Texas Southern University. Mr. Turner is a member of the Virginia and Texas Bar.
