Why do we have to use standard templates when we switch over to the new HHS Web Content Management System?

	Right now there are many different templates used across the STAFFDIVs. Usability testing indicates that this makes sites confusing and harder to navigate. It sometimes blurs the branding. Additionally, it increases the chances of non-compliance with new Federal standards for agency Web sites. Using standard templates will increase access and reduce design costs to the Department.
