May the logo, seal or symbol be combined with other elements to create a logo for an office or program?

No. Component symbols, identifiers, and/or other graphic representations shall not be introduced into the official HHS Symbol, Seal, or Logo. Further, the official HHS Symbol, Seal, or Logo shall not be introduced into (or in combination with) any other symbol, identifier, or graphic representation.
