All HHS content development must be hosted on a test server or on a password-protected part of an external server.

Rationale:

Providing password-protected areas for content and site development prevents public viewing and allows for thorough review prior to going live.  Reasons for securing test servers may include: data verification, usability testing, link checking, and management review.
