Frequently Asked Questions - Compliance Scans and Leaderboard Scores

The accessibility of websites for each Operating Division is determined each month by an automated scan of every page of every website. The leaderboards report the scores from those scans and demonstrate how compliant our websites are with Section 508.

Where can I find/download the Accenture Software?
Please point your web browser to http://128.231.74.137:1000/ and download the following file:  Accenture Digital Diagnostics Tool adde-v4.1DOM-20100602.exe (These links will only be available to users with access to the HHS network.)

Please note, you will need to have Administrator privileges to install the software.

During the Accenture Digital Diagnostics install please be sure to check the client (and uncheck the server) box.

If you do not already have a Java Runtime Environment installed on your computer please download the following Java JRE: Java Runtime Environment http://128.231.74.137:1000/jre-6u30-windows-i586-iftw.exe  (This link will only be available to users with access to the HHS network.)

What is my userid?  How do I obtain a username password?
A user id is required for access to each production Issue Management server instance and Ad-hoc server instance.

Your 508 Coordinator or approved requestor will need to initiate the request by sending an e-mail to scansupport@hhs.gov.

Please be sure to provide the potential user's full name, OpDiv, and a list of the sites or folders he/she will need to access.

User ids are generally set up with first initial of first name followed by last name.  e.g.  John Smith = jsmith.

What is my password?
User ids are created without a password.  After your initial log in, please change your password.

What server do I point my ADDE client browser to?
The following is a list of OpDivs and their respective instances for Issue Management.

What is the difference between Ad-hoc scanning and Issue Management?
There are two types of users on the Accenture Digital Diagnostics Tool, Issue Managers and Ad-hoc users. Issue Managers remediate issues on the production Issue Management Servers.  An Issue Manager's main role is to either assign, ignore, or manually remediate issues.  By remediating issues, their leaderboard scores may increase.

Ad-hoc users are generally developers who create their own scan settings and perform a self-audit before pushing their site to production.  Please note that Issue Management should not be performed on an Ad-hoc server. Remediations completed on Ad-hoc servers cannot be retained.

I can't seem to perform issue Management from the Leaderboard reports.  How do I perform Issue Management against these reports?
The Leaderboards are generated near the end of the month and contain a snapshot of the overall progress.  Although a user can drill into the OpDiv or site-level reports from the main HHS Leaderboard, he/she will not be able to perform Issue Management from the leaderboard report view.

In order to perform Issue Management, an individual must be a user on their respective Issue Management server.  The user will need to log in and locate their reports via the Accenture Client Tool. Reports retrieved via the client tool maintain a session key which allows remediation to be performed.

How do I access the Leaderboards?
The main HHS leaderboard can be found by following this link.  http://128.231.74.134/hhsleaderboard.html
From here, you should be able to find your respective OpDiv.  Once you find your respective OpDiv, we recommend that you bookmark the location. (This link will only be available to users with access to the HHS network.)

When do my reports generally run?
Reports are run on the same date every month.  If you view your report from the Leaderboard, the timestamp is part of the report name.  You can use this as an indication of when your report will run.  Additionally, we have a listing of reports that can be found here.  http://www.hhs.gov/web/508/training/scan_schedule.xls

My report appears to be incomplete. What should I do?
If your reports appear to be incomplete, please contact scansupport@hhs.gov.  Please provide the name of the report, OpDiv, and  folder.

My overall scores don't appear to match my OpDiv scores.  Why is this?
The main HHS Leaderboard is a snapshot of your OpDiv's progression.  On occasion, if you drill into an OpDiv, the scores may no longer match the main HHS Leaderboard.  This occurs because new sites may have been added/retired from the Leaderboard.  By design, the main HHS Leaderboard is a reflection of the number of sites at a single point in time.  This allows for a more accurate representation of an OpDiv's progression regardless of additions/retirement of sites.

 


 Questions About Leaderboard Scores

What activities will affect my leaderboard scores?
Managing flagged issues – Completing Issue Management using the Accenture Digital Diagnostics client to pull the reports on your site(s).

Re-organizing sites – One of the challenges that we have in maintaining scans is keeping up with changes on the numerous websites within our program. Please keep us informed of the following changes that may occur on your site(s) so that we can ensure our scan settings are comprehensive and accurate.

  • New directories
  • New functionality (calendars, printer friendly pages, widgets, beacons, shopping carts, etc)
  • Database functionality
  • New domains/URLs

Contact ScanSupport@hhs.gov to inform us of these changes.

Retiring sites and archive directories – There are a large number of HHS websites that are no longer being updated.  All sites that are available to the public must be 508 compliant.  However, if the content on your site is archived and marked accordingly, that content does not need to be scanned by our program. To inform us of pages that you have archived, contact ScanSupport@hhs.gov. If you have any questions about the scan settings for your website(s), please contact us at ScanSupport@hhs.gov

When will I see my score go up?
You should see an improvement in your score the next time the reports are run.
If you have done a significant amount of work since your last scan, you can request that your scan/report be re-run at any time during the month.

What activities won’t affect my leaderboard scores?
Running an Ad-Hoc scan on a site -- The ADDE Application does not fix the code.  Rather it flags code that is not compliant, or code that requires manual review for compliance.

Managing broken links -- Although broken links affect all users and should be resolved, they do not apply to the overall HHS Scorecard, and do not get reported up to the HHS Leaderboard.
