UFMS Governance Structure

Informally known as the UGC, the UFMS Governance Council sets the strategic direction of the project, including prioritizing the strategic initiatives for each Fiscal Year, and addressing Federal financial accounting mandates and policy directives.
Sheila Conley, Deputy Assistant Secretary and Deputy Chief Financial Officer, and George Jenkins, Director of Office of Program Management and Systems Policy, are the UFMS Business Owners and provide Executive Leadership.

Enterprise Systems Operations & Maintenance, within the Program Support Center, under direction of the HHS Office of Finance, and in consolation with the various Operating Divisions who are active users of the system, performs Operations and Maintenance for UFMS, including implementing Change Requests, providing Infrastructure Support services, responding to Help Desk inquiries, and delivering ongoing process improvements and system enhancements.

Terry Hurst, Director of Information & Systems Management Service, and Bharat Govindani, Director of Enterprise Systems Services, within the Program Support Center, provide executive oversight of ES O&M.
