Bid Board Locations

It is the policy of the Federal Government to place a fair proportion of small purchases with small and minority-owned business concerns. Simplified acquisitions are classified as the purchase of equipment, supplies and services of $100,000 or less. This policy is implemented within HHS by setting aside each open market acquisition of $100,000 or less (which is subject to simplified acquisitions procedures) for small business concerns.

The policy further requires proposed contract actions expected to exceed $10,000, but not expected to exceed $25,000 to be displayed in a public place at the site of the contracting office. The contracting officer shall prepare a synopsis that includes a clear description of the supplies or services to be purchased. The notice should not restrict competition and it should have sufficient information to allow a prospective offer or to make an informed business judgment as to whether a copy of the solicitation should be requested.
