Welcome Spring! It is hard to believe that we are into the 3rd quarter of the fiscal year already. Our Small Business Specialists continue to train both our acquisition and program office personnel across the Department. Emphasis remains on making awards to the Service-Disabled Veteran, HUBZone and 8(a) companies. Most recently, the Health Resources and Services Administration (HRSA) conducted a highly successful outreach event for these three (3) groups. See the article for further details. In addition, we have conducted two (2) training sessions at Minority Institutions of Higher Education. The purpose is to team the small business community with the academic staff of the schools and teach them how to position themselves to respond to Federal contracts at HHS.
In this issue we feature 2020 Company, LLC, a successful 8(a) small business that has recently won several Task Order contracts for Medicare and Medicaid Services (CMS). 2020 entered the system by attending one of our monthly Vendor Outreach Sessions in 2005 and continued to market CMS to better understand their needs and goals. The company is working hard to build a strong, long-term relationship with HHS. Finally, on March 26, 2008, the U.S. Women’s Chamber of Commerce spotlighted HHS as their feature agency. This event was also a great success and a key component of this achievement was the one-on-one meetings that were conducted in the afternoon with the vendors. See the story on page 2.

No Shortcuts and Lots of Listening: 2020 Company Wins at CMS
Paying attention to the client and focusing on quality goes a long way in becoming a successful government contractor. That is a nugget of wisdom 2020 Company, LLC (2020) already knows, as demonstrated by two recent contract awards at the Centers for Medicare & Medicaid Services (CMS). The Data and Database Administration Support (DADBA) and Enterprise System Development (ESD) Indefinite Delivery/Indefinite Quantity (IDIQ) vehicles represent contract values in excess of $4 billion and symbolize an important milestone for the Falls Church, VA, company. 2020 is a relative newcomer to CMS, but has succeeded in breaking in as a small business with solid service delivery fundamentals. In fact, its path to success with CMS is an example of how small business programs should work.
2020’s core competencies, past performance credentials, small business designation [8(a) Small Disadvantaged Business] and necessary contracting vehicles (MOBIS and GSA Schedule IT 70), made it a good fit for HHS and of particular interest to CMS. But the real challenge that lay ahead for 2020 was the one that faces any new entrant: establishing itself within the Agency

2020 realized early on that the road to success and growth starts by following a process. Set-aside programs, a cornerstone of the U.S. Small Business Administration, are not automatic guarantees to success. 2020’s founders knew they had no entitlement to a client’s business.
They would have to demonstrate their firm could be trusted to deliver an awarded contract.
2020 conducted its due diligence. It pursued a CMS opportunity with a large vendor in early 2006. Although initially not successful as a small business prime, 2020 gained experience and valuable insight during post-award debriefing.
The recently awarded contracts at CMS are a culmination of nearly two years of marketing efforts. A company has to be well prepared, willing to listen, and be capable of clearly articulating its value proposition. Perseverance and professionalism do count. Just ask 2020.

Hundreds of Women-Business Owners Flock to Learn How to Do Business with HHS
Hundreds of women-business owners traveled coast to coast to Washington, D.C. to obtain the knowledge and contacts so they could start the process of becoming HHS contractors and/or subcontractors.
On March 26, 2008, the U.S. Women's Chamber of Commerce™ Women-Owned Small Business Industry Day featured HHS. A packed auditorium listened intently as Debbie Ridgely, OSDBU Director, addressed the crowd. She reported that in FY 2007, HHS exceeded its dollar goal for Women-Owned Businesses of $601,122 Million, by $55.5 Million!
Currently, there are 650 Women-Owned Businesses with contracts at HHS. The contracts run the full spectrum of businesses, since HHS is so large and has so many operating divisions. Other speakers followed, elaborating on the process to gain opportunities to contract with HHS.
Reactions from Attendees
Sophia Parker, a former contractor for a very large corporation working at NIH since 1999, decided to start her own company. She found that being a small business was a lot harder than she expected. She stated that Annette Owens-Scarboro, the NIH Small Business Specialist, “If she’s fighting for us, we should be fighting for ourselves. I feel there’s hope!”
“I’m interested in making it in the federal government. I’m applying for an 8(a)certification”, said an owner of a Raleigh, NC staffing firm.
A New Yorker was pleased to have the ability to present her company’s capabilities to the CDC. She felt her trip had been worth her while.
A Dallas, TX-based business owner expressed confidence in being able to secure contracts with HHS after having had the opportunity to present her 20-year old firm’s software to the right Small Business Specialist and Contracting Officer. This was her first introduction to government contracting and she was very pleased by the results.
Alexandra Jellerette, President of Zane Networks was excited to present her health information technology.
HHS Contracting Specialists and Small Business Specialists from each of the Operating Divisions participated in one-on-one interviews. The overall consensus of the women who participated that day was that it was very worth their investment of time and resources.

HRSA Scores 100+ with Small Business Outreach Event
On April 10, the Health Resources and Services Administration (HRSA) held an outreach event for 75 small businesses, targeted to 8(a) firms, HUBZone firms, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The conference, held in the Parklawn Building in Rockville, Maryland, featured more than 250 one-on-one meetings between small businesses in attendance and representatives of 14 HRSA Bureaus and other program offices.
HHS’ OSDBU Director, Debbie Ridgely began the meeting with welcoming remarks and an overview of the Department’s small business program and priorities. She commended HRSA for their strong small business contracting efforts. Frank Murphy, HRSA’s Contract Operations Branch Chief, then gave an overview of HRSA’s mission, contracting history and future plans.
HRSA Contract Specialist, Debora Pitts led the Division of Procurement Management team in planning and producing the conference. Contracting staff also held ad hoc meetings with small businesses throughout the day.
Attendees’ feedback showed that they were particularly appreciative of the wide-ranging mix of contracting and program personnel. They were excited to find the program personnel enthusiastic and “helpful”. Business owners and managers expressed that they had had “excellent exposure” to “engage” HRSA staff. They also appreciated the opportunity to network with other small businesses between one-on-one appointments.
Program evaluations prepared by attendees and the enthusiastic response of small businesses and program representatives, proved the event was an unqualified success. Program Officials expressed their interest in making this an annual event.
HRSA scored 100+!
