HHSignite (beta): Coordinated Press Response Strategy

Create an internal tool / application for organizing cleared statements and other information to improve response time to reporters.
The press response strategy within HHS is often individually responsive and does not follow a coordinated and streamlined process; rather, statements are approved for individual reporters ad hoc and lost shortly after submission. This process loses potential for maximum efficiency and relies on staff with experience to maintain a personal database of previously cleared statements and knowledge of reporters past interest in subject matter.
This proposal would develop a system that maintains and organizes press statements and reporter interest to better respond to media requests. The proposal does not define the exact technology solution, but will use HHSignite as a means to find that solution and test a variety of prototypes. The team will test the process within CMS, but if successful the effort could expand throughout all press offices within HHS.
