Attached is a summary of advice provided by the HHS Office of General Counsel regarding challenges conducted under the Competes Act and the application of the ethics rules and Competes Act requirements to those persons that will serve as judges for such contests. Also included in the summary is a discussion of the use of contracts to secure the services of outside persons to assist with the judging process.
