Fact Sheet Title X Family Planning Program January 2008 The National Family Planning Program was created in 1970 by Title X of the Public Health Service Act (Public Law 91-572). For more than 30 years, the Title X Family Planning Program has played a critical role in ensuring access to confidential, voluntary family planning services for low-income, uninsured, and underinsured individuals at no or reduced cost. Title X is the only Federal program dedicated solely to the provision of family planning and related preventive health services. Title X authorizes grants to public and nonprofit private organizations to provide family planning services to all who want or need them, with priority given to low-income persons. Through approximately 90 grantees, the Program supports a nationwide network of more than 4,400 community-based clinics serving approximately 5 million people each year. Title X providers include State and local health departments, hospitals, university health centers, independent family planning clinics, and other public and nonprofit agencies. Title X funding supports at least one family planning provider in approximately 75 percent of U.S. counties. In addition to contraceptive services and related counseling, Title X- supported clinics offer preventive health services such as patient education; breast and pelvic examination; cervical cancer screening; pregnancy diagnosis and counseling; and STD and HIV/AIDS prevention education, counseling, testing, and referrals. Program Administration The Title X Program is administered within the U.S. Department of Health and Human Services (DHHS), Office of Public Health and Science (OPHS), Office of Population Affairs (OPA), by the Office of Family Planning (OFP). Funds for Title X family planning services and regional training are allocated to the 10 Public Health Service Regional Offices, which manage a competitive review process, award the Title X regional service and training grant funds, and monitor program performance. OPA also oversees a variety of research activities in addition to the dissemination of educational materials through a clearinghouse. Funding An annual Congressional appropriation provides the core funding for Title X-supported family planning projects. This Title X appropriation plus Medicaid reimbursements and other Federal sources account for more than half of Title X-funded clinics' operational funds. The balance comes from State and local funds, as well as private sources such as patient fees and private insurance. Title X Clients Family planning clinics often serve as an entry point to the health care system and are a principal source of health care for many people who are uninsured and who do not qualify for Medicaid. The Title X Program serves a racially and ethnically diverse clientele. Most clients are age 20 or older, with the majority in their early 20s. While the Program primarily serves low- to moderate-income women, recent efforts to encourage male involvement in family planning are reflected in steadily increasing numbers of male clients.
