Program Guidelines

The Office of Population Affairs (OPA) is proud to announce new guidelines for the delivery of family planning services. The new guidelines are comprised of 1) Providing Quality Family Planning Services (QFP) which were developed jointly with the Centers for Disease Control and Prevention (CDC) and 2) Program Requirements for Title X Funded Family Planning Projects. These documents form the basis for monitoring projects under the Title X program.

Providing Quality Family Planning Services

New! Family Planning Guidelines

Access to quality family planning and reproductive health services is integral to overall good health for both men and women. Few health services are used as universally. In fact, more than 99% of women aged 15–44 who have ever had sexual intercourse have used at least one contraceptive method.

Yet, until now, there have not been comprehensive, evidence-informed guidelines for the delivery of family planning and related preventive health services.

Providing Quality Family Planning Services (QFP) are new clinical recommendations developed jointly by OPA and the Centers for Disease Control and Prevention (CDC) and published as a MMWR Recommendations and Reports. QFP are available for use by reproductive health and primary care providers across all practice settings.

Program Requirements for Title X Funded Family Planning Projects (Title X Requirements) are derived from the statute regulations and other requirements for health services providers under Title X of Public Health Service Act.

These two documents comprise the new Family Planning Guidelines.
