FOR IMMEDIATE RELEASE OPHS PRESS OFFICE (202) 690-7694 October 9, 2007 HHS Announces $7.8 Million for New Adolescent Family Life Prevention Demonstration Grant Projects The Office of Populations Affairs of the U.S. Department of Health and Human Services (HHS) today announced evaluation-intensive Adolescent Family Life (AFL) Prevention Demonstration Grants totaling $7.8 million over five years based on performance and availability of funds. Adolescent Family Life (AFL) prevention demonstration programs implement and evaluate innovative approaches to the delivery of abstinence education activities and services targeting youth 9-18. AFL prevention projects are also required to have a strong education component for parents to assist them in helping their children remain abstinent. “These programs have proposed innovative methods of teaching and supporting kids in making a decision to abstain from sex until marriage, by providing an array of educational and supportive activities to youth and their parents,” said Johanna Nestor, director of the AFL program. The new AFL grantees have dedicated over 20-25 percent of their budgets for evaluation activities. Evaluation activities include having a viable comparison group strategy, using the AFL core data instrument for both treatment and comparison groups, and longitudinal follow-up of the target population. Programs are required to use an independent evaluator affiliated with a college or university in the grantee’s state. Through these efforts, community-based projects aim to find effective means, within the context of the family, to promote premarital abstinence. To help youth remain abstinent, programs intend to equip youth with skills to enable them to make healthy choices. These programs take into account how youth develop physically and emotionally and seek to provide developmentally appropriate educational and supportive services. Organization: Program Reach Location: Bronx, New York Program Description: This program will serve 600 4th – 6th grade students per year in the Yonkers Public Schools. Healthy Respect Character Education (HREP), tutoring and dance classes along with parent workshops will be offered Amount Funded: $475,000 Organization: Colorado State University Location: Fort Collins, CO Program Description: This program will target the family unit and will serve an estimated 300 adolescents, 300 parents and 800 siblings. The Care to Wait program offers abstinence and character education workshops to the entire family to help strengthen parent influence in the lives of their children. Amount Funded: $410,843 Organization: Public HealthAuthority of Cabarrus County Location: Kannapolis, NC Program Description: This program will target an estimated 350 7th grade students with the Worth the Wait curriculum and multiple youth development activities. The program will follow this group of students through 8th and 9th grades. Amount Funded: $475,000 Organization: Vista Community Clinic Location: Vista, CA Program Description: The Junior REACH (Recreation, Employment readiness, Academic Achievement, Communication Skills, and Health Lifestyles) will serve an estimated 225 youth ages 9-12 years old. The afterschool program uses a strong abstinence curriculum in addition to supporting activities. Amount Funded: $475,000 Organization: Catholic Healthcare West, dba Northridge Hospital Center Location: Northridge, CA Program Description: An estimated 450 children in the 7th and 8th grades will receive a multi-faceted abstinence education program in the classroom. The target population is primarily Hispanic. High school students will facilitate the classes. Parent nights and theater productions will also be offered. Amount Funded: $457,566 Organization: Demoiselle 2 Femme, NFP Location: Chicago, IL Program Description: This project will offer a comprehensive youth development program with a deep focus on abstinence education. The project will target African American girls ages 14-19 in an after-school setting with the PRIDE curriculum. Supportive activities will be offered such as retreats, college tours and mentoring. Amount Funded: $475,000 Organization: Friends First Location: Littleton, CO Program Description: An estimated 400 students and 300 parents will services from this new project. The Quinceanera program will target 12-15 year old adolescents with abstinence education. Their families will also be involved. The STAR mentoring program will provide adult mentors as well Amount Funded: $474,800 Organization: Catholic Charities of the Roman Catholic Diocese of Syracuse Location: Syracuse, NY Program Description: This project will implement the Choices Enhanced program which will work on parent-child connectedness and will teach the Families United to Prevent Teen Pregnancy curriculum. Supportive activities will also be offered. An estimated 225 youth per year will be targeted. Amount Funded: $474,998 Organization: Lake County Health Department Location: Waukegan, IL Program Description: This project will implement the FOCUS program which includes abstinence education, parent sexual health education workshops and support, parent-child connectedness activities and positive future orientation. It will target 180 6th-8th grade students and their parents. Participants will be primarily Latino or African American. Amount Funded: $475,000 Organization: Adolescent and Family Comprehensive Services, Inc. Location: Bronx, NY Program Description: The FLAP (Family Life Abstinence Project) will provide services through classroom instruction and after-school sessions that will allow youth to acquire knowledge and skills that will instill the important message of abstinence from premarital activities. The population will be predominately African American and Hispanic and an estimated 1,000 youth will be served Amount Funded: $475,000 Organization: Catholic Social Services of the Miami Valley Location: Dayton, OH Program Description: The “Teens Making a Choice” program will target youth who are involved with the child protection agency. The Wait Training curriculum in combination with strong supportive activities will be implemented. An estimated 100 students will be served per year with intensive services. Amount Funded: $470,735 Organization: Prima Prevention Partnership Location: Tucson, AZ Program Description: The “Families’ Trust” program will expand existing abstinence education services to include a parental component, familial component, mental health/counseling and parent-child resources. The Choosing the Best curriculum will be used and an estimated 800 students and 200 parents will be served. Amount Funded: $421,741 Organization: Austin Learning Academy Location: Austin, TX Program Description: This project will offer an intensive after-school abstinence education program in four Austin middle schools. Abstinence education, asset building activities, tutoring/homework assistance and monthly family workshops will also be implemented. Amount Funded: $473,000 Organization: Healthy Connections, Inc. Location: Mena, AR Program Description: This project will incorporate multiple strategies to promote abstinence: in-school curriculum (Choosing the Best), parent activities and education, community service projects, community needs projects and case management will also be implemented to support youth who are remaining abstinent. An estimated 100 students per year will be targeted. Amount Funded: $428,941 Organization: HOPE Worldwide Location: Baltimore, MD Program Description: The Healthy Communities Baltimore (HBC) will implement the Positive Youth Choice abstinence education curriculum, mentoring activities and academic support for an estimated 200 students per year. These activities will be implemented in local YMCA’s Amount Funded: $474,955 Organization: Fifth Ward Enrichment Program, Inc. Location: Houston, TX Program Description: An estimated 200 youth will be served using various abstinence curricula, civic engagement and leadership development, parent engagement and education as well as life skills training. This project specifically targets young African American males. Amount Funded: $475,000 Organization: Augusta Partnership for Children, Inc. Location: Augusta, GA Program Description: Approximately 1,000 7th-11th grade students will receive the Choosing the Best curricula. A sub-set of this number will receive after-school programming, parent education activities, and peer mentoring opportunities. Amount Funded: $419,439
