OPA Clearinghouse
Publications The OPA Clearinghouse collects, develops, and distributes free publications on family planning (including information on contraception, abstinence, and sterilization) and reproductive health (including information on cervical cancer, Pap tests, and sexually transmitted infection and disease).

Referrals The OPA Clearinghouse provides referrals to family planning clinics and to other government sources of information on contraception, reproductive health, and sexual health.
Directory To facilitate communication within the family planning community, the OPA Clearinghouse maintains the Family Planning Database and produces a directory of OPA-supported family planning grantees, delegates, and clinics. Mailing Lists The OPA Clearinghouse maintains mailing lists of Title X grantees and service providers as well as others who are interested in receiving information and updates from the OPA Clearinghouse. INTRODUCTION
The Title X Family Planning Program
For more than 30 years, the U.S. Department of Health and Human Services (DHHS) has sponsored a network of clinics offering family planning and related preventive health services, regardless of ability to pay. This network currently includes more than 4,400 organizations that serve approximately 5 million people each year. These Title X-supported clinics and other entities play a critical role in ensuring access to confidential, voluntary family planning services and information to all who want and need them. Title X clinics deliver a broad range of family planning methods and services to low-income, uninsured, and underinsured individuals for free or at reduced cost.
These family planning services are provided under the auspices of Title X of the 1970 Public Health Service Act, "Population Research and Voluntary Family Planning Programs." Title X is the only Federal program devoted solely to the provision of family planning and related preventive health services. Within DHHS, Title X is administered by the Office of Family Planning within the Office of Population Affairs (OPA).
Title X-funded clinics offer counseling and education on a broad range of effective family planning methods, as well as access to contraceptive supplies. In addition, Title X-funded clinics provide a broad range of related preventive health services such as routine physical exams; education on health promotion and disease prevention; breast and pelvic exams; cervical cancer screening; instruction in breast and testicular self-exam; STD and HIV prevention education, testing, and referrals; and pregnancy diagnosis and counseling. For many clients, Title X-funded clinics are their only continuing source of health care and health education.
Title X service funds are allocated to the 10 DHHS Regional Offices. The Regional Offices manage competitive, objective review processes, make grant awards, and monitor program performance. Grants are awarded to public and private non-profit organizations, known as "grantees," to support the provision of family planning services and information. There is at least one Title X-funded grantee in each U.S. state and territory. Title X services are delivered through a network of community-based clinics, including state and local health departments, hospitals, university health centers, independent clinics, and nonprofit agencies. In approximately 75 percent of U.S. counties, there is at least one family planning provider supported with Title X funds. As a service to the Title X network, other family planning providers, and the general public, OPA sponsors the OPA Clearinghouse as a source of literature on family planning and related preventive health issues.
About This Directory
The primary purpose of the Family Planning Grantees, Delegates, and Clinics directory is to facilitate communication among Title X-funded family planning providers. The 2007-2008 edition contains information that was furnished by 87 grantees.
The first section of the directory contains information on the 10 DHHS regions, the states and territories they cover, and the grantees within each state and territory.
The second (main) section is organized by region and provides contact information for each Title X grantee, delegate, and clinic. Regions are listed in numerical order. States or territories are listed alphabetically within their regions. Grantees are listed alphabetically their sponsoring organizations. Clinics are also listed by name within their state or territory. Delegate alphabetically by name under their sponsoring agencies are listed alphabetically, as appropriate, under organizations.
