March 30, 2007 - Charge for the Panel on Conflict of Interest issues in IRBs

Conflicts of interest (COIs) are an important issue for Institutional Review Boards (IRBs). DHHS regulations do not specifically define conflicting interests and it is not known how IRBs, in general, interpret the prohibition that IRB members who have a COI must not participate in the IRB's initial or continuing review of any project in which the member has a COI. To preserve both, the perception and the reality of impartiality, IRB research oversight must be free from COIs. The panel will examine COI issues and institutional policies that address COI as it pertains to IRB review.
