March 29, 2007 - Charge for the Panel on Decisionally Impaired

This panel will examine issues related to the inclusion of subjects who are unable or have limited ability to provide informed consent to participate in research. Specifically, the panel will explore data on IRB practices involving surrogate consent, and how some IRBs or states with rules define acceptable risk thresholds when capacity is absent.
