The investment supports the 2006-2009 CMS Strategic Goals: "Achieving a Transformed and Modernized Health Care System for the 21st Century." The objectives supported are: 1. High Value Health Care by allowing users timely access to CMS data to make informed decisions. 2 Confident Informed Consumers by providing more accurate and quality control of data to provide confident users such as: Hospital Compare/Transparency Data, and 3. Collaborative Partnerships by supporting effective distribution of data/information among all CMS health care partners such as researchers, DOJ, Congress, providers, etc. The following components included in this investment are: 1. The National Claims History (NCH) database is a legacy system comprised of Medicare claims data from 1991 through the present. It houses approximately 1.1 billion claims per year. The National Medicare Utilization Database (NMUD) is a relational database built in DB2 that houses Medicare Part A and B from 1998 through the present. It supports numerous internal and external users that make important decisions with authoritative data sources. 2. The data administration (DA), database administration (DBA), and Business Intelligence (BI) services provide day-today operational support required to manage the Agency's mission critical data environment for mission critical enterprise-wide CMS applications and systems. Data administration is responsible for the governance activities associated with the use of the Agency's data through the data lifecycle-- from capture to archiving. DBA administrators monitor, manage and fine tune the Agency's database environments to assure system performance and data access conforming to objective #1. BI professionals maintain the tools that enable the reporting, sharing, movement and retrieval of the Agency's data by providing guidance and recommendations for efficient use of the Agency's data resources. Transform raw data into information to make operational and strategic decisions. 3. The Data Extract System (DESY) is the primary access tool for the NCH/NMUD and MSIS databases and various files derived from these databases, as well as enrollment data files. During calendar year 2007, DESY processed over 70 billion records for approximately 300 internal and external users including researchers, Congress, DOJ, providers, etc.

This investment supports the Expanded Electronic Government PMA goal by providing a single means of accessing a wide variety of CMS data for both government-to-go vernment as well as government-to-ci tizen activities. Through the use of DESY, the application tool for accessing data, various customers are able to retrieve a wide variety of data, including eligibility, enrollment, claims, and state Medicaid more efficiently.

The current funding levels for this investment were developed through the CMS' annual CPIC process. While the President's Budget was used to determine portfolio targets, funding levels for investments are adjusted reflect re-evaluated Agency priorities.

PERFORMANCE


In order to successfully address this area of the exhibit 300, performance goals must be provided for the agency and be linked to the annual performance plan. The investment must discuss the agency's mission and strategic goals, and performance measures (indicators) must be provided. These goals need to map to the gap in the agency's strategic goals and objectives this investment is designed to fill. They are the internal and external performance benefits this investment is expected to deliver to the agency (e.g., improve efficiency by 60 percent, increase citizen participation by 300 percent a year to achieve an overall citizen participation rate of 75 percent by FY 2xxx, etc.). The goals must be clearly measurable investment outcomes, and if applicable, investment outputs. They do not include the completion date of the module, milestones, or investment, or general goals, such as, significant, better, improved that do not have a quantitative measure.
Agencies must use the following table to report performance goals and measures for the major investment and use the Federal Enterprise Architecture (FEA) Performance Reference Model (PRM). Map all Measurement Indicators to the corresponding Measurement Area and Measurement Grouping identified in the PRM. What were the results of your operational analysis?
The operational analysis was complete to validate that the project's principal goals were done in a timely manner and within budget. The analysis involved reviewing all deliverables and stakeholder/customer surveys. This investment continues to perform within the cost and schedule thresholds established by HHS and CMS and is expected to meet projected milestones. The project team regularly meets with customers and stakeholders on developing expectations and will continue to refine metrics parameters, future performance, and quality. This investment continues to provide planned benefits and remains a cost-effective solution.
