The Vaccine Tracking System (VTrckS) is a critical component of the Vaccine Management Business Improvement Project (VMBIP), an HHS initiative to improve current vaccine management processes around public purchased vaccine at the federal, state, and local levels. VTrckS will provide capabilities to allow the CDC to manage over $3 billion of vaccines associated with the Vaccines for Children (VFC) and Section 317 grantee funded programs. It is an enterprise system that will replace several legacy systems used by CDC and state/local grantees immunization grantees. The business of vaccine purchase, ordering, inventory management, and distribution has evolved significantly since the VFC program began in 1994, necessitating changes and enhancements to the IT systems and processes currently being used to support the program. VTrckS will significantly improve and enhance operations in the following areas: 1) more efficient management of CDC's vaccine purchase contracts, in terms of matching between vaccine orders, good receipts, and invoices and reconciliation of contract balances; 2) provision of a national, web-based vaccine ordering system that can be used directly by the tens of thousands of vaccine providers enrolled in the VFC program (this ordering is currently carried out by state and local immunization program on behalf of more than 40,000 immunization providers); 3) tools and automated processes for state immunization programs to manage provider vaccine orders within their jurisdictions; 4) improved internal efficiencies for CDC in terms of program management and oversight (e.g., provision of data to monitor distributor performance; grantee ordering trends; accountability, etc); and 5) an IT system to support a public health response for emergency situations in which widespread distribution of public purchased vaccine would be necessary, such as an influenza pandemic.

VTrckS was re-basedlined in 12/2008 due to increase in scope and complexiity. This has also caused the project costs to increase. Estimates will increase for FY 2010- $26.6 (M), FY2011-$21.6(M), FY2012-$16.5(M), FY2013-$12.4 (M). Updates will be submitted to HHS and OMB during the Mid-Session Review.

PERFORMANCE


In order to successfully address this area of the exhibit 300, performance goals must be provided for the agency and be linked to the annual performance plan. The investment must discuss the agency's mission and strategic goals, and performance measures (indicators) must be provided. These goals need to map to the gap in the agency's strategic goals and objectives this investment is designed to fill. They are the internal and external performance benefits this investment is expected to deliver to the agency (e.g., improve efficiency by 60 percent, increase citizen participation by 300 percent a year to achieve an overall citizen participation rate of 75 percent by FY 2xxx, etc.). The goals must be clearly measurable investment outcomes, and if applicable, investment outputs.
