Capital HR is a PeopleSoft-based solution for human resources, benefits and payroll entry in the Department of Health and Human Services (HHS).
The Division of Enterprise Systems Operations Management (DESOM) within the Office of Enterprise Application Development (OEAD) provides overall program leadership and direction for Capital HR and represents HHS on enterprise-related Inter-Agency Groups.
Our mission is "to develop and implement enterprise human resources and payroll interface systems for the Department of Health and Human Services."

- Agency for Healthcare Research and Quality (AHRQ)
- Centers for Disease Control (CDC)

- Indian Health Service (IHS)
- National Institutes of Health (NIH)
- Program Support Center (PSC)
- Substance Abuse and Mental Health Administration (SAMHSA)
Chris Martin, DESOM Director, is responsible for providing Capital HR Program leadership and overseeing the technical and functional teams that are charged with design, development and implementation of the system. While duties and tasks are divided along designated areas of responsibility, the teams work closely together to ensure cross-collaboration and the successful setup and operation of the Capital HR system at a central administrative level. Please refer to the chart below to learn more about these Capital HR teams.

|Enterprise Reporting and Analytics Team||Collects HHS-wide data to generate over 300 pre-programmed or “canned” reports that address workforce demographics and trends||Darleen Young|
Overall oversight of the Capital HR Program falls under Mike Bruce who serves as the OEAD Director within the HHS Office of the Chief Information Officer (OCIO). Higher-level oversight falls under Frank Baitman, the HHS CIO.
HR Liaisons are HR functional and information technology employees in each HHS Agency who provide onsite assistance to their users.
