Mission Statement

Capital HR is a PeopleSoft-based solution for human resources, benefits and payroll entry in the Department of Health and Human Services (HHS).

The Division of Enterprise Systems Management (ESM) within the Office of Enterprise Application Development (OEAD) provides overall program leadership and direction for Capital HR and represents HHS on enterprise-related Inter-Agency Groups.

Our mission is "to develop and implement enterprise human resources and payroll interface systems for the Department of Health and Human Services."

We serve the following HHS organizational components nationwide:

  • Agency for Healthcare Research and Quality (AHRQ)
  • Centers for Disease Control (CDC)

Immediate Leadership

The Enterprise Systems Management Division, is responsible for providing Capital HR Program leadership and overseeing the technical and functional teams that are charged with design, development and implementation of the system. While duties and tasks are divided along designated areas of responsibility, the teams work closely together to ensure cross-collaboration and the successful setup and operation of the Capital HR system at a central administrative level.  Please refer to the chart below to learn more about these Capital HR teams.

Extended CAPITALHR Leadership

Overall oversight of the Capital HR Program falls under the Office of Enterprise Application Development (OEAD) within the HHS Office of the Chief Information Officer (OCIO). Higher-level oversight falls under Frank Baitman, the HHS CIO.
