Office of Acquisition Management and Policy
Strategic Sourcing Division
Strategic Sourcing is the collaborative and structured process of critically analyzing an organization's spending and using this information to make business decisions about acquiring commodities and services more effectively and efficiently. This process helps HHS optimize performance, minimize price, increase achievement of socio-economic acquisition goals, evaluate total life cycle management costs, and otherwise increase the value of each procurement dollar spent.
The Strategic Sourcing Division (SSD) is responsible for Department-wide initiatives to consolidate purchasing of expendable commodities and services. This includes conducting spend analysis to support acquisition decisions, implementing change management processes to empower the acquisition community, and investigating and implementing innovative government and industry procurement practices within the HHS acquisition environment.
SSD has developed a Strategic Sourcing Contract Portfolio to leverage the purchasing power of HHS and reduce costs associated with purchasing certain commodities and services. The portfolio contains HHS-wide Blanket Purchase Agreements (BPAs) for the following categories - Custodial Products, Events Management, IT Peripherals Hardware, Lab Supplies, Office Equipment, Office Furniture, Office Supplies, Temporary Administration and Professional Staffing, and Temporary Medical Staffing.
