This process flow is meant to be a representation of the likely steps involved with activating the HHS Contingency Contracting Cadre. It is not meant to show the entire activation and response process. Actual steps and communications may vary, depending on the size and nature of the incident. Begin Process Step 1: The State submits a request for assistance to the Federal Emergency Management Agency (FEMA). Step 2: FEMA issues a mission assignment to the HHS Incident Response Coordination Team (IRCT) in the Secretary's Operations Center (SOC). Step 3: The HHS SOC receives a mission assignment and assigns the appropriate resources. In this step, the HHS SOC may also determine if supplemental contracting representatives are necessary to complete the assignment. Step 3a: If supplemental contracting representatives are not necessary, proceed to Step 4 and then Step 10. Step 3b: If supplemental contracting representatives are necessary, proceed to Step 4 and then Step 5.
Step 4: An OPDIV receives a mission assignment sub-task and determines if supplemental contracting representatives are necessary to complete the assignment. Step 4a: If supplemental contracting representatives are not necessary, proceed to Step 10. Step 4b: If supplemental contracting representatives are necessary, the OPDIV notifies the HHS SOC. Proceed to Step 5.
Step 5: The HHS SOC submits a request for the cadre to be activated to the Deputy Assistant Secretary for Acquisition Management and Policy (DASAMP). Step 6: The DASAMP activates the cadre, as appropriate. In doing so, the DASAMP notifies selected cadre member(s). Step 7: The DASAMP notifies the HHS SOC of the activated cadre member(s). Step 8: The HHS SOC/IRCT provides instructions to the activated cadre member(s). Step 9: The cadre member(s) report(s) for duty, as instructed. Step 10: The mission is executed. End Process
