Secretary Thompson presented the President's fiscal year 2003 budget for the Department of Health and Human Services. In his remarks, the Secretary highlighted four key areas: strengthening the nation's defenses against bioterrorism, expanding access to health care, building on the success of welfare reform, and focusing increased efforts on disease prevention activities.
