President Clinton, accompanied by HHS Secretary Donna E. Shalala and Janlori Goldman, Director of the Health Privacy Project at Georgetown University, announced the nation's first-ever standards for protecting the privacy of Americans' personal health records. Speaking before a large audience at HHS headquarters in Washington, D.C., President Clinton praised the new regulation, which, for the first time, gives all Americans protections for their medical records and other personal health information maintained by health care providers, hospitals, health plans and health insurers, and health care clearinghouses.
