Commission on Systemic Interoperability
The Commission on Systemic Interoperability was authorized by the Medicare Modernization Act, and held its first meeting on January 10, 2005. The Commission developed a strategy to make healthcare information instantly accessible at all times, by consumers and their healthcare providers.
The report, Ending the Document Game: Connecting and Transforming Your Healthcare Through Information Technology, delivered:
- Twelve recommendations on adoption, interoperability, and connectivity in developing an interoperable system of healthcare information
- A timeline to an interoperable medication record for every American
- Patient and provider stories documenting the challenges in a healthcare system without interoperability
- Over 300 interoperability projects nationwide
- The barriers to creating an interoperable network of information and the benefits of such a system
The Commission was comprised of eleven members. The Senate Majority Leader, the Senate Minority Leader, the Speaker of the House of Representatives, and the House Minority Leader each appointed two representatives to the Commission. The President appointed three members. The Commission represented a broad mix of individuals from different geographic locales. Those qualified to serve are nationally recognized experts in the area of health finance and economics, health plans and integrated delivery systems, reimbursement of health facilities, practicing physicians or pharmacists, or other providers of health information technology, and other related fields.
The Commission is comprised of the following members:

- Ivan Seidenberg, chairman and CEO of Verizon 5
- C. Martin Harris of Ohio 1
- Frederick Slunecka, CEO of Avera McKennan Hospital 3
- Gary A. Mecklenberg, the President and CEO of Northwestern Memorial HealthCare of Chicago, Illinois 4
- William W. Stead of Tennessee 1
