Description

In 1991, the 102nd U.S. Congress Conference Report for the House Appropriations Subcommittee on VA, HUD, and Independent Agencies charged ATSDR to develop a "research program in cooperation with the Association of Minority Health Professions Schools" to fill data gaps for hazardous  substances as required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). In response ATSDR collaborated with the MHPF and established the Environmental Health and Toxicology Research Program (EHTRP), providing research that addressed the data gaps ATSDR had identified for hazardous substances found at CERCLA waste sites and other sources in the environment. Annual funding has been ranged from $3-4,000,000 for substance-specific research. A new cooperative agreement was announced and funded in FY 2003 that builds upon the strong foundation of the EHTRP and expands the scope to include applied environmental health activities from all divisions and offices.  An ATSDR working group comprised of representatives from agency  offices and divisions has proposed activities for the expanded cooperative agreement to include:

  • evaluating exposures to environmental hazards and the potential for associated health effects;
  • assessing how environmental hazards may contribute to disparities in health among racial and/or ethnic minority population;
  • developing and evaluating health services research and health education efforts that address environmental hazards and health outcomes; and
  • conducting exposure, toxicological and  epidemiological studies to fill data gaps for priority hazardous substances in the environment.

These activities were consistent with focus areas identified in the Applied Public Health Environmental Research Agenda. In FY 2003, a new five-year cooperative agreement between ATSDR and the Minority Health Professions Foundation funded seven new research projects, including two health education projects, and two studies on chemical mixtures.
