Overview - Background


  • In April 2004, the President issued Executive Order #13335 which established the Office of the National Coordinator for Health IT (ONC), through the Department of Health and Human Services, to coordinate health IT activities in the federal space and also to coordinate with the private sector.
  • The mission of the ONC is to provide leadership for the development and nationwide implementation of an interoperable health IT infrastructure to improve the quality and efficiency of healthcare and the ability of consumers to manage their care and safety.
  • ONC established an infrastructure to address standards harmonization, compliance certification, nationwide health information network architecture, security and HIT adoption - and identified a need to gain the federal perspective in these and other federal health IT areas.
  • FHA, which is managed by ONC, was realigned with the President's health IT plan in March 2006 to provide the federal perspective using the processes created within ONC. FHA will be representing and coordinating the federal activities in all matters relating to the President's health IT plan.

2004

    April

    • Executive Order #13335 - Calls for the widespread adoption of electronic health records
    • Established the Office of the National Coordinator for Health IT

    July

    • Framework for Strategic Action (developed during the HHS Health IT Summit): Create a private-public partnership to inform clinical practice, interconnect clinicians, personalize care and improve population health

    October

    • Federal Health Information Exchange (FHIE) gives rise to Bidirectional Health Information Exchange (BHIE): bi-directional data exchange between VA and DoD

    November

    • Request for Information for Nationwide Health Information Network (NHIN)

2005

    March

    • Health IT Leadership Panel - Federal government should lead the nation's health IT efforts

    September - November

    • American Health Information Community (AHIC) formed
    • Contracts awarded for standards harmonization, certification compliance and security/privacy
    • Contract awarded for NHIN Architecture

2006

    March

    • FHA refines strategic direction to align with the President's health IT plan to support public-private sector interoperability
