12.1  Retirement Pay and Medical Benefits for Commissioned Officers

The Retirement Pay and Medical Benefits for Commissioned Officers program provides for retirement payments to Public Health Service Commissioned Corps officers who are retired for age, disability, or a specific length of service as well as payments to survivors of deceased retired officers who had elected to receive reduced retirement payments.

This program also funds the provision of medical care to active duty and retired members of the Corps under the age of 65, dependents of active duty and retired members, and dependents of deceased members.

12.2  Payment to DoD Medicare-Eligible Retiree Health Care Fund

This fund includes payments to the Department of Defense (DoD) Medicare-Eligible Retiree Healthcare Fund for the accrued costs of health care for beneficiaries over the age of 65. Accrual deposits into the Fund are made by the agencies who employ future beneficiaries (DOD and the other uniformed services including the Public Health Service, the Coast Guard, and the National Oceanic and Atmospheric Administration) based upon estimates of future TRICARE (triple option benefit plan available for military families) for Life expenses. The Accrual Health Care Benefits amount is an estimate provided by the DoD Office of the Actuary, multiplied by the estimated number of active duty positions.
