The U.S. Department of Health and Human Services, Assistant Secretary for Financial Resources (ASFR), Office of Grants and Acquisition Policy and Accountability (OGAPA), Division of Acquisition (DA) will be sponsoring a series of FREE acquisition-related courses during FY2014.  HHS is proud to partner with Federal Acquisition Institute (FAI), IRS’ Treasury Acquisition Institute (TAI), Department of Homeland Security (DHS), and Centers for Medicare & Medicaid Services (CMS) to deliver this fiscal year’s training courses.   You can view various course offerings, descriptions, dates, times, and locations in this catalog.  All courses will be offered on a first-come first-serve basis.

Registration and Confirmation

To register for courses, you must create a profile, and submit a request through the Federal Acquisition Institute’s Training Application System (FAITAS).  After your supervisor and the HHS registrar approve your request in FAITAS, you will receive an email confirmation. If you do not receive an email confirmation and/or you need any assistance regarding FAITAS you must contact the FAI Service Desk at (703) 752-9604 or via email at FAI Service Desk hours of operation are 7:30 AM - 5:30 PM. Waiting List

Because of the limited quantity, we expect courses to fill quickly. If your desired course is full, you will be placed on a wait list and notified if and when space becomes available.  When you are notified that you have been placed on a course wait list, you could be enrolled in the course when one of the following occurs: a colleague in your agency cancels from the course and the Registrar approves your enrollment, or a student cancellation creates a vacancy and you are the next available person to attend the training (based on the date you applied for the course).

When you have been waitlisted for a course you will receive a notification which displays your waitlist position.  To find out if your waitlist position has changed please log into your FAITAS account. Individuals are responsible for making their own travel arrangements. However, travel arrangementsshould not be made until you receive an email confirming your registration.

Reasonable Accommodations

It is the responsibility of the registrant and their supervisor to arrange reasonable accommodations (i.e., interpreter for hearing impaired) for the registrant.

Attendance Policy

Students are required to attend all scheduled days of the course.  If a student has to be absent from any portion of the course, the student is required to notify their supervisor, the instructor, in addition to sending an email to Significant absences from the classroom will be reported to the student’s supervisor and will likely result in the student not receiving a certificate of completion. In the event a student is absent for more than 5% of the scheduled class time, they will be required to retake the entire course.

No Show and Cancellation Policies

A “No Show” is when an enrolled student fails to report to class on the first day (at the class start time) and no cancellation was processed in FAITAS prior to the class start date.  In the event of a No-Show the student will be prevented from registering for any classroom course offering for a period of 6 months. 

All cancellation requests must be processed through FAITAS.  No penalty will be imposed on cancellation requests processed in FAITAS more than 35 days prior to the class start date.  If a cancellation request is processed in FAITAS between 34 and 0 days prior to the class start date, your attendance will be cancelled; however, you will be prevented from registering for the same course for a period of 90 days.

NOTE: Please allow up to 2 days for cancellations to be processed in FAITAS.  For example, attempting to cancel on the 35th day prior to the class start date will result in your request being processed within the 34 day window.  All penalties will apply.

Withdrawal and Substitution

Your office may replace a participant by having the supervisor of the substitute participant send an email to The substitute will be enrolled in the class only if there is no waiting list. Substitutions are allowed up to 5 business days before the start of the class. Supervisors are required to approve any substitution requests.  If HHS cancels a course for any reason, we will make every effort to notify all confirmed students well in advance.

Dress Policy

The dress policy is casual business attire. Shorts, caps, tank tops, athletic sweat suits and flip flops are inappropriate. For your comfort, we highly recommend you bring a jacket or sweater.

Weather Related Issues

For the latest Federal government operating status, please check the Washington, DC Area Operating Status at the OPM website. Students can also call 202-606-1900 to obtain the Operating Status. Hearing impaired users may utilize the Federal Relay Service by dialing 1-800-877-8339.  When weather-related absences affect significant segments of the course, the instructor will determine if the course will be rescheduled.  If a student does not complete the prescribed make-up, no credit will be issued for any part of the course.  Most courses offered through HHS are only offered once.  If weather conditions prevent you from attending when the Federal government is still operating and the class is still being conducted, you will be responsible for finding alternate training options.
