Potential appropriations law violation
The use of multi-year contracting is an exception to the general rule that contracts for non-severable services must be funded in full at contract award. If the non-severable requirement under consideration does not meet the conditions for the use of multi-year contracting procedures, then the only remaining alternative is to fund the requirement in full upon award.
