Potential Appropriations Law Violation

In this instance the contract will authorize the performance of severable services for up to one year. Such services are bona fide need of the year they are performed. They must, therefore, be funded from an appropriation source (annual in this instance) that is available for obligation in the then-current fiscal year. In other words, the annual appropriation must be available for obligation on the date the contract is executed.
