The Division of Real Property Policy and Management Programs establishes, maintains and promulgates the Department-wide policy for HHS nationwide (approximately 3,800 buildings). We provide oversight over the real property program areas to include, safety/health, historic preservation, environmental compliance, energy programs, rent/space management, child care and fitness centers, GSA delegations programs and other management program areas.
Real Property Policy
Advises OPDIVs, Regional Offices and OS on the Department's real estate asset management and policy. Negotiates with GSA to establish standards and guidelines for the acquisition, assignment, disposal and utilization of GSA-assigned space. Coordinates preparation among OPDIVs for facilities and space aspects, and collaborates with the Office of Budget on final Department wide rent budget, consistent with OMB and GSA guidance.

Child Care Centers
Oversight and policy responsibility for HHS child care centers. Respond to GSA or other entities for information or concerns regarding the Department's child care centers. Operational responsibility for HHS/ED child care center located in the Switzer Building. Work with Board of Directors and Department of Education to ensure compliance with applicable regulations.

Fitness Centers
Oversight and policy responsibility for HHS health and wellness centers. Respond to GSA or other entities for information or concerns regarding the Department's centers. Oversight responsibility for health and wellness center located in the Hubert H. Humphrey Building. Work with Federal Occupational Health regarding management of center, funding issues, and other matters as they arise.

Energy Management
Establishes and maintains a centralized energy program, coordinating the energy/water conservation efforts throughout the Department; facilitates alternative financing of energy/water projects; manages an extensive energy awareness campaign; and, provides technical assistance to the OPDIVs, meeting National Energy Conservation Policy Act goals, Executive Order (EO) 13423, EPACT, and Presidential directives.

Historic Preservation Programs
Ensures historic HHS properties are protected and renovations are completed in accordance with the National Historic Preservation Act, Executive Order 13287, Preserve America, and other requirements. Works with external organizations for various assignments. Provides advice and training to OPDIVs on all facets of historic preservation and develops the annual archeological report.

Occupational Safety & Health Program
Manages the Department's program per Executive Order 12196, Occupational Safety and Health Programs and 29 CFR Part 1960, Administration of an agency occupational safety and health program. Develops Departmental policy and procedural issuance regarding occupational safety and health operating concepts, training, work place inspections, abatement plans, and employee complaints and appeals.

Environmental Quality Program
Develops HHS-wide policies related to the Department's Environmental Protection Program as required by the Environmental Protection Agency, the Office of the Federal Environmental Executive and the White House Council for Environmental Quality. Ensures Departmental compliance in accordance with applicable legislation, Executive Orders and other regulations. Monitors environmental program scorecard progress.
