In accordance with Section 647 (b) of Division F of the Consolidated Appropriations Act, FY
2004, P.L. 108-199, I am transmitting herewith a copy of the Department of Health and Human
Services' FY 2003 report on competitive sourcing activities. The attached spreadsheets, which
address items (b)(1) through (b)(7) of section 647, have been prepared in accordance with
guidance provided by the Office of Management and Budget. In addition, narrative information is
attached to address items (b)(8) and (b)(9) of section 647.
