Andrea Palm serves as Senior Counselor at the U.S. Department of Health and Human Services (HHS), where she works with HHS senior leadership and external partners on a wide range of cross-cutting issues, including key strategic initiatives, and creating health care and human service delivery systems that give Americans the building blocks they need to lead healthy and productive lives.

Palm also serves as Chief of Staff, a role she has held since May 2013. In that role, she provides strategic advice to the Secretary, works to advance Secretarial priorities, and helps ensure that the Department is fulfilling its important mission.

Palm has been a key part of the HHS team since the beginning of the Obama Administration, and has more than 15 years of experience working on critical health care, public health and human services issues. Prior to becoming Chief of Staff, she served as Acting Assistant Secretary for Legislation and Counselor to the Secretary for Public Health and Science at HHS. She also served in the White House Domestic Policy Council.

During her time at HHS, Palm has helped the Department tackle some of the nation’s most pressing challenges, including responding to H1N1, strengthening FDA’s oversight of compounding pharmacies, modernizing our food safety system, implementing the Affordable Care Act, and ensuring a successful first open enrollment for the Health Insurance Marketplace. Most recently, she has been an important asset to Secretary Burwell and the Department during the Secretary’s transition, and is a key part of the Secretary’s management team.

Prior to joining the Administration, Palm was the Senior Health Policy Advisor to former Senator Hillary Rodham Clinton, working on health IT and biosimilars legislation. Before joining Senator Clinton’s staff, Palm served as the Legislative Director to the late Congressmen Robert T. Matsui of Sacramento, CA. She oversaw Representative Matsui’s legislative agenda and handled his Ways and Means committee work, including health care and Social Security. She has also done a variety of low-income policy and direct service work for both non-profits and local government.

Palm received her undergraduate degree from Cornell University and has a Masters in Social Work from Washington University in St. Louis.
